Silk Massage was the first brothel with a license from the municipality of Amsterdam. Silk Massage originally started in 1991 as a licensed prostitution house. But the city decided to license the various brothels in 1995 , if they were proven to be businesses that could meet the government's strict standards.

The construction of the rooms had to meet the standards for public use. Silk Massage also had to comply with the many rules of the health department of the municipality of Amsterdam , including enforcing that all surfaces had to be of such materials that could be easily disinfected. The ladies who work there had to be checked periodically by the health department for possible health problems. Silk Massage had to provide condoms for safe sex and sex toys were not allowed.

ladies had to be interrogated before they were allowed to work , to show that they were not working for anyone else , but only for their own will and desire to work at Silk Massage . The lady could not work more than 6 days a week.
